I encourage you to support local businesses (Dallas Strings/Caraway Strings) and string vendors (Shar Music/Johnson String Instrument). These vendors are more reliable than other retailers and supply higher quality products.
Rosin
I recommend Motrya Gold Rosin as a cost effective option. Another more expensive option is Cecilia Solo Cello Rosin.
Rock Stop
The big question is straps versus pucks, and personally I find myself more secure with a strap, however if your performance space is not flat or you have an unreliable chair then a puck is a better option for you.

For a strap option, I recommend the plastic Xeros Cello Endpin Anchor and the wooden Artino SP-20 Wood Endpin Stopper.
For a puck option, I recommend the Dycem Black Hole Cello Endpin Stop
Tuner/Metronome
There are many viable options for tuners and metronomes, and I find combo devices save money and functions the same.

One that works well and has a low profile and good battery life is the Korg TM-60 Combo Tuner Metronome. You can purchase a contact microphone to plug into these which helps students tune more efficiently in louder rehearsal spaces.

While a dedicated device is better, a great app for smartphones is Tonal Energy Tuner, also called TE Tuner, for moments when you do not have your device.
